Tryon Park / West Bay Park

Pilot Program Update


Well believe it or not the pilot program for Tryon Park and West Bay park are finally moving forward. The county has been working through their plan step by step and involving the community in order to make the process as transparent as possible.

What has been happening?

After the last public meeting the County called for interested parties to submit plans and comments. GROC put together a comprehensive plan that included sustainable trail building practices, best practices for signage within the parks, and a complete set of recommendation and topographical maps that show what trails need to be re-routed or closed based on sustainability.

The GROC plan and recommendations also looked at where trails in West Bay should be considered based on the terrain. West Bay Park does not have any official trails at this time so it is really an optimal place to show to  how to develop a system of sustainable trails.

The first meeting to review the plans submitted by GROC and other trail user groups was at the Monroe County Parks Advisory Committee (PAC) on THURSDAY, July 15.  Adam Reitz, Russ Wait, Rick Williams and other GROC Board members presented GROC plans and recommendations.  The other trail groups also presented their points of view and recommendations.

What is the next step?

There will be 2 public workshops held by The Monroe County Parks Department at the parks:

The County Parks Department will conduct the following public Field Workshops:

Tryon Park Field Workshop -- July 27, 2010 from 5:00 p.m. to 8:00 p.m. (Meet at the new parking lot)

Irondequoit Bay Park West Field Workshop -- August 5, 2010 from 5:00 p.m. to 8:00 p.m. (Meet at the parking area on Bay Front South, west of the Irondequoit Bay Fish and Game Club)

We need a good turnout of GROC members to show our support for shared-use trails in Monroe County Parks.  All are welcome to attend.  Please come even if you might be late or cannot stay for the entire workshop.  Dress accordingly with proper footwear.

One additional request-

Some County residents who are against opening shared-use trails will be at these workshops.  Please do not ride your bike on the trails to get to the workshops.  It is still not legal riding yet.  Our opposition will continue to try to find ways to disrupt our progress.  Let's not give them any ammunition!

The Public Workshops went very well.  The next step is for the Monroe County Parks Advisory Committee (PAC) to meet and discuss our proposal and the final plan for implementation.

Please be advised that the August 2010 Meeting of the Monroe County Parks
Advisory Committee (PAC) will be held on THURSDAY, AUGUST 26, 2010 at 4:00
p.m.
at the Monroe County Parks Office at 171 Reservoir Avenue in Highland
Park
.  Please note that this is ONE WEEK LATER than our typical meeting
date of the 3rd Thursday of the month.

There are no Parks related legislative referrals from the County Executive
to review at this meeting.

The principal item on the PAC agenda will be discussion of the Final Trail
Proposal and Assessment Criteria for the Off-Road Bicycling Pilot.

Following our Design Workshop at the July 2010 PAC Meeting, we conducted
two well attended and productive Field Workshops in Tryon Park (July 27th)
and Irondequoit Bay Park West (August 5th).  Our consultant, Tom Robinson
of Environmental Design & Research, P.C., is currently drafting the Final
Trail Proposal and Assessment Criteria for the Off-Road Bicycling Pilot
document, which will be posted on the County Web site, no later than the
week of August 16th, for public review and comment.  (A notice will be
e-mailed, along with a link to the proposal, advising of its posting).  The
PAC Members will review the proposal and criteria at the August PAC Meeting
.  Public comment on the proposal and criteria will also be solicited at
this meeting, as well.  Following the August PAC Meeting, the County Parks
Department will issue its determination on the proposal and criteria.  If
approved, trail work would be scheduled to begin on September 3, 2010, with
trails open and the pilot beginning during Fall 2010.

This is what we have worked hard and patiently to finally see, the opportunity to develop and then use shared-use, single track trails in two Monroe County parks. GROC has advocated for the past two years at many PAC meetings. We have taken the lead as a user group to add value to the process and our expertise and experience in designing sustainable trails. It is vital that we stay focused and involved. We must show the members of the PAC at each step of the process that we are solid and resolute to achieve our goal. Be assured that those user groups who have opposed sharing parks with us will attend this meeting, and they will do whatever they can to continue to try to derail the project. We are confident that we are on the threshold of success, but we cannot be complacent.

So, we urge you to attend the meeting. As always, we will be polite to all parties, but ready to speak to the decision makers in firm support of the proposal that they will be presenting.
